Your touchpad has several settings that can be adjusted the way you want them to. There is a feature called EnableEdge or EnableMotion based upon the drivers that you have installed in your system. It enables your touchpad to be used for scrolling in webpages and file explorer just like you would use a touch smart phone. Here is how to enable or disable it in Windows 8.
1. Open up Control Panel
2. Click Mouse
3. Click Device Settings
4. On the left side, expand One-Finger Scrolling and on the right side, check/uncheck Enable EdgeMotion when scrolling to enable or disable it.
