You can currently download DirectX from microsoft.com and various software websites. We have added a host for DirectX 11 here:

We were intrigued by the many new Windows 8 apps. While many of them are not graphically very resource-hungry and don’t need shaders or special rendering techniques, we believe that new Windows 8 apps will emerge that require a new version of DirectX to be released as soon as possible.
Many arcade games utilize the powers of DirectX 11. Ok, Trine 2 for example does still use DirectX 9! But we believe that there will be a trend to make Indie games a lot more beautiful and graphically stunning than before. Why? Because we all love beautiful games, don’t we? Anyway, to put in a nutshell we believe that you will be able to download Direct X 12 for Windows 8 in early 2013.
